December 1 Count

The Office of Special Education Programs (OSEP) collects an annual count on December 1 of special education students and personnel. For districts and public school academies in Michigan, the data are submitted through the Michigan Information Compliance System (MICIS). The count of students is then used as a basis for determining funding allocations and for the evaluation of special education programs and services.
