The reauthorized Individuals with Disabilities Education Act (IDEA)
was signed into law on Dec. 3, 2004, by President George W. Bush. The
final regulations were published on August 14, 2006. The IDEA 2004
requires schools to provide systematic, measured, appropriate
educational interventions to students to ensure that students have been
provided appropriate instruction. Response to Intervention (RTI) is a
well-integrated system of instruction/intervention guided by child

Universal Targets for Learning Among the Core Principles of RTI are Universal screening assessments of student progress. The Grade Level Content Expectations (GLCE) are the beginning framework of annual learning targets. The tracking sheets may be referenced for use in at least 3 ways.
