The reauthorized Individuals with Disabilities Education Act (IDEA) was signed into law on Dec. 3, 2004, by President George W. Bush. The final regulations were published on August 14, 2006. The IDEA 2004 requires schools to provide systematic, measured, appropriate educational interventions to students to ensure that students have been provided appropriate instruction. Response to Intervention (RTI) is a well-integrated system of instruction/intervention guided by child outcome data.

RTI will require general education and special education to work together to design and implement effective delivery systems. This webpage includes resources and references that may help school districts to take steps toward improved responses to struggling learners.

Universal Targets for Learning

Among the Core Principles of RTI are Universal screening assessments of student progress. The Grade Level Content Expectations (GLCE) are the beginning framework of annual learning targets. The tracking sheets may be referenced for use in at least 3 ways.

  1. The Tracking Sheets may be referenced as a starting point in developing a system of learning targets and screening assessments of specific skills and processes.
  2. The Tracking Sheets may be referenced to chart the level of attainment of students with the annual GLCE targets.
  3. The Tracking Sheets may be referenced as a method of monitoring the delivery of instruction in the specific skill areas, on an annual basis.
