Great Start Readiness Program (GSRP)

The Great Start Readiness Program (GSRP) is Michigan's state-funded preschool for four-year-old children. Families qualify for free preschool based on annual income guidelines.

Wayne RESA receives an annual grant and administers the program in Wayne County. Our staff are responsible for ensuring the 105 school districts, public school academies, and community based childcare centers meet the following:

  • Demonstrate fiscal responsibility and integrity with every dollar they receive
  • Hire early childhood degreed staff meeting the credentialing requirements of the grant
  • Provide professional learning experiences tied to the approved curriculum
  • Support teaching teams as they design daily instruction addressing each child’s physical, cognitive, emotional and social needs.

Research on GSRP enrolled children provided with high-quality experiences documented significant positive developmental differences when compared to children from the same backgrounds who did not attend a high-quality preschool program.

The Great Start Readiness Program Funding Application Information

Requirements to apply for GSRP Funding:

  1. To apply for funding, a provider MUST have a LARA child care center license, open, and operating with children.
  2. A Great Start to Quality Enhancing Quality Level or higher.
  3. Public school academies/charter schools, in addition to number 1, MUST have preschool or Pre-K in the charter to apply for GSRP funding.

If awarded funding, providers will be required to:

  • Hire qualified teaching staff according to the GSRP Implementation Manual.
  • Attend RESA provided trainings on our child enrollment process and fiscal requirements.
  • Participate in a food reimbursement program such as CACFP (Child and Adult Care Food Program).
  • Obtain an (PDF) Educational Entity Number (EEM) for fiscal purposes.
  • Choose and use a RESA approved preschool curriculum and child assessment tool. RESA can assist you with making a choice that best fits your program philosophy.
  • Use the child developmental screener, Ages & Stages Questionnaire (ASQ-3)- contact Amber Anderson to set up an account if not currently using this screener. Email amber@greatstartwayne.org
