The Every Student Succeeds Act

The Every Student Succeeds Act (ESSA) of 2015 places new requirements on the education system to ensure children/youth experiencing foster care have school stability and access to services comparable to other students. In addition, ESSA requires every Local Education Agency (LEA) to identify a point-of-contact (POC) to serve as a Foster Care Liaison, to work with the local Department of Health and Human Services (DHHS) to ensure students who are experiencing foster care are able to remain in the school of origin when found in the best interest.  Liaisons may also be helpful with developing transportation plans and making sure students are immediately enrolled in school.
